New police 'spy drone' takes to sky

The UK's first police "spy drone" has taken to the skies.
The remote control helicopter, fitted with CCTV cameras, will be used by officers in Merseyside to track criminals and record anti-social behaviour.
The drone is only a metre wide, weighs less than a bag of sugar, and can record images from a height of 500m.
It was originally used for military reconnaissance but is now being trialled by a mainstream police force.
The spy plane was launched as a senior police officer warned the surveillance society in the UK is eroding civil liberties.
Ian Readhead, deputy chief constable of Hampshire Police, said Britain could face an Orwellian situation with cameras on every street corner.
However, senior officers in Merseyside, who are trialling the drone, said they did not believe it was the next phase in creating a Big Brother society.
Assistant chief constable Simon Byrne said: "People clamour for the feeling of safety which cameras give.
"Obviously there is a point of view that has been expressed but our feedback from the public is anything we can do to fight crime is a good thing.
"There are safeguards in place legally covering the use of CCTV and the higher the level of intrusion, the higher the level of authority needed within the police force to use it. So there is that balance there."

Fines 'boost retail crime'

Penalty fines for shoplifting have reportedly led to a big increase in the crime, retailers have said.
Introduced in 2004, police could issue the fixed £80 notices instead of an arrest for first-time offences and thefts of goods worth less than £200.
But the British Retail Consortium (BRC) says the fines encourage serial shoplifters who know they will not face serious charges if they are caught.
BRC spokesman Richard Dodd said: "Too many retailers feel police don't take retail crime seriously - it is way, way down on their list of priorities. At government level sentencing is so weak that people are just not put off stealing from shops.
"A lot of these are people who are repeatedly stealing in order to fund a drug habit and they believe, unfortunately rightly, that there will be no serious sanction on them if they are caught."
Shoplifting cost the British economy £2 billion last year alone, according to the BRC.
Justice Secretary Lord Falconer said shoplifting was being tackled and it could even be punished by up to seven years in jail.
But he indicated earlier this month that current prison sentences for people who commit acquisitive crime, such as shoplifting or burglary, may be too long.

New police powers condemned

Sweeping new police powers announced by Home Secretary John Reid have been condemned by opposition politicians and human rights groups.
Mr Reid said he wants to pass new laws allowing officers to evict nuisance neighbours and board up their homes. He also disclosed new plans to extend use of controversial Taser stun guns.
But shadow home secretary David Davis said the powers to target anti-social yobs were "simply a headline-grabbing gimmick". Mr Davis said: "After 10 years of failure to address crime and its causes this is a pitiful attempt by a lame duck Home Secretary to convince the public he is taking effective action."
Mr Davis continued: "The small print reveals that this will only apply to about 50 families a year. In any case these families will be re-housed so the problem is simply being moved on."
Director of human rights group Liberty, Shami Chakrabarti, said: "Dr Reid's parting gift contains his characteristic enthusiasm for punishment without trial. Making kids homeless because their parents are noisy and extending punishment for criminals indefinitely will not only be a future Home Secretary's headache but yet another shadow on the rule of law in this country."
Officers in England and Wales will be allowed to temporarily throw anti-social residents out of their homes, whether they are council tenants, private renters or even own the properties.
The dramatic new powers - which the Home Office said would only be used as a last resort - are based on measures already in force to tackle crack houses and other drug dens.
Mr Reid - who is stepping down next month - confirmed previously-announced plans for Violent Offender Orders which will impose tough conditions on dangerous criminals.
The Government has also reached its target to recruit 16,000 police community support officers (CSOs) by April this year, with 10,000 recruited in the last year alone, he said.
The target for the number of CSOs was originally 24,000 but was scaled back after senior police officers said they would not need so many to deliver the Government's neighbourhood policing projects.

Beria wants to re-write human rights laws

Human rights laws must be re-written to protect the public against terrorism, Home Secretary John Reid said in Venice.
In a controversial speech, he described the current legal set-up as "unacceptable" and said politicians who followed case law "to the letter" were failing to protect their citizens. He insisted the international legal landscape required modernising, while still safeguarding human rights.
Speaking at a conference of interior and home affairs ministers from the six largest European Union countries, Mr Reid said legislation which distinguishes between armed conflict and criminal acts was effectively out of date.
"We need to work to modernise the law - still protecting human rights and still providing equity and justice - but reflecting the reality of the conflicts and struggles we now face," he told the G6 summit.
"We need leadership to do this. It can't be left solely to the lawyers. Politicians must expose these issues and set a lead, so that we can protect the rights of all our citizens, including all those threatened by terrorism."
Referring to the post-September 11 scenario of global al Qaida-inspired terrorism, he said: "We are all having difficulty adapting to this new situation for which neither the law of war, as previously defined, nor the normal civil law is particularly designed or well suited.
"Unless we address this gap we are likely to be pushed in two competing directions.
"Either to look for ways round the law in order to safeguard the security of our citizens - a way that takes us towards options like Guantanamo or the row all of us in the EU saw recently on rendition.
"Or instead to follow the law, including case law, to the letter and thereby fail in our primary duty as elected politicians to protect the public through, for example, our inability to deport terrorist suspects.
"Neither is acceptable nor is either the right response to the threat."

Top Cat Blasts New Junk Food Advertising Rules As 'Ludicrous'

MONMOUTH MP David Davies has described new rules being introduced to prevent advertising of junk food to children as ‘absolutely ludicrous’.
Under the new regulations from Ofcom, honey, raisins, Marmite, cheese and olive oil have been classified as junk food.
Interestingly, chicken nuggets, diet colas, white bread, oven chips and other products with little or no nutritional value are not subject to such condemnation.
"The Nutrient Profiling Model promoted by the Food Standards Agency and used by Ofcom classifies all food based on a 100g measure," said Mr Davies."
The NPM unfairly victimises many foods that legitimately form part of a healthy, balanced diet. It is common sense that foods such as chicken nuggets are going to be consumed in a far greater quantity than Marmite, for instance.
"The NPM also fails to distinguish between natural and processed sugars. Honey is high in natural sugar not processed sugar, but it is the quantity in 100g that makes it unhealthy as far as the FSA and Ofcom are concerned."
Mr Davies has called on Ofcom to review the use of the NPM in the banning of junk food promotion. He has also written to the Chief Executive of the Food Standards Agency to express his concern.
"These new rules are absolutely ludicrous," he said.
"Sadly, the Government seems to like making up regulations on the hoof and I will certainly look to raise this matter in the House of Commons."

Iran may face harsher U.N. sanctions in June

BERLIN (Reuters) - Iran will face further sanctions in June if it continues to defy U.N. demands that it stop uranium enrichment work, a senior U.S. official said on Wednesday.
Iran has repeatedly stated it would not give up its nuclear fuel programme which it says is aimed only at producing electricity. The West suspects Tehran wants to build bombs.
"If Iran doesn't say yes to negotiations ... they're going to find a third Security Council (sanctions) resolution in the month of June," U.S. Under Secretary of State Nicholas Burns told reporters at the U.S. embassy.
The United Nations has imposed two sets of sanctions after Iran rejected resolutions ordering it to freeze nuclear work.
Burns did not give a deadline for Iran to suspend enrichment but said if Tehran had not moved by the Group of Eight (G8) summit in early June, it would be time to increase sanctions.
The United States, Britain, France and Germany have made a full suspension of enrichment work a condition for beginning negotiations. Iran says it wants to negotiate but not if it has to freeze enrichment.
Burns is in Berlin for meetings with political directors from the G8 nations to prepare for the group's summit in Heiligendamm, Germany, and meetings on Iran with Germany and the other four permanent U.N. Security Council members -- Britain, France, Russia and China.
U.S. officials said the six world powers were originally planning to meet on Wednesday to discuss Iran. They will now meet early on Thursday. Among the discussion topics is the possible language for a sanctions resolution, diplomats said.
China would participate via telephone, Burns said.
Among possible sanctions was an increase in the number of Iranian banks to be blacklisted by the United Nations, several diplomats said.
However, German Foreign Ministry spokesman Martin Jaeger said sanctions would not be on the agenda. The powers intended to prepare for the next meeting between EU foreign policy chief Javier Solana and Iranian nuclear negotiator Ali Larijani.
Solana met Larijani recently and said the meeting was very difficult as Iran had said it had no intention of suspending uranium enrichment.
NO INTENTION
One senior official from a G8 country said the draft of a statement on nuclear non-proliferation to be approved at the summit called for increasing pressure on Iran if it remained defiant.
Under the draft, the G8 would "support adopting further measures should Iran refuse to comply with its obligations", said the official, declining to be named.
Germany is the G8 president. Other members are the United States, Russia, Britain, France, Italy, Canada and Japan.
Several diplomats said the major powers were satisfied with the impact sanctions were having and that Iranians were growing increasingly worried about the economic pressures.
But Iranian Deputy Foreign Minister Abbas Araghchi dismissed on Wednesday suggestions sanctions were having an impact.

Metric martyrs claim victory over Eurofascists

Campaigners fighting EU plans to remove imperial measures have claimed a victory for pounds and ounces.
Britain's traditional imperial measures had been set a deadline of 2009 to change to metric measures, but that has now been scrapped following a change of heart at the European Commission.
Both the Metric Martyrs campaign group and the Conservative Party and have claimed victory in the battle to keep Britain imperial.
Conservative industry spokesman, Giles Chichester MEP, said that he had received confirmation from the European Commission's Industry Commissioner Gunther Verheugen that dual marking of goods in imperial and metric will "continue indefinitely".
He said that following lobbying by the Conservatives, Mr Verheugen agreed that it was good news for British and European industry to maintain imperial measurements as it would make selling to the US easier for firms.
Mr Chichester said: "After saving the crown on the British pint, I am happy the Conservatives have persuaded the Commission that it is good not only for international business but for the British people that traditional measurements are kept."
He continued: "I just hope there won't be any more need for Metric Martyrs and that the Government will avoid forcing metrication down the public's throat."
A spokeswoman for the commissioner said that during recent consultation, respondents successfully made the case to be allowed to use imperial measures - "supplementary indications" - alongside metric beyond 2009.
The Metric Martyrs campaign was set up to highlight the case of Sunderland greengrocer Steven Thoburn who was prosecuted for selling his produce by the pound. Mr Thoburn was convicted at Sunderland Magistrates' Court six years ago of using scales that could not weigh in metric units.
He died in March 2004, aged 39, just days after learning his appeal to the European Court of Human Rights had been rejected.
Metric Martyrs campaign director, and former fishmonger, Neil Herron, has called for a posthumous pardon for Mr Thoburn, saying: "This is a monumental victory for the Metric Martyrs and all who have supported the campaign.
"It has been people power that has forced the European Commission and the Government to abandon the enforced metrication programme. We have saved the pint, the mile, the yard, and the foot, as well as pounds and ounces."

It has long served as a polite, and apparently safe, greeting between Welsh speakers.
But now health and safety concerns have stopped council telephone operators from greeting callers in Welsh. The language of heaven, it is argued, could damage their vocal cords.
Union officials want to spare employees from greeting callers with “bore da” (good morning) and “prynhawn da” (good afternoon). The staff, they say, usually speak only in English and the extra greeting could damage their voice.
Under the Welsh Language Act, government bodies are obliged to offer services in the language, and most councils and large companies answer calls in English and Welsh. But now Vale of Glamorgan council has barred the greeting. It says that its move complies with the Health and Safety Executive’s advice that call centre workers limit the amount of time that they spend on the telephone.
But Welsh language speakers in the affluent and Anglicised area west of Cardiff are baffled. Steffan Williams, a Welsh-speaking Plaid Cymru councillor, condemned the ban as an infringement of human rights. He said: “I can’t see how saying ‘bore da’ will do people in a call centre any harm.”
A spokesman for the Vale of Glamorgan council confirmed that staff have stopped answering in Welsh after their union had raised health and safety concerns.

Police uniform stripper for court

A male stripogram charged with wearing a police uniform and equipment in the street will be taken to court, the BBC Scotland news website can reveal.
The incident involving Stuart Kennedy, 24, happened in Aberdeen's Bon Accord Street on a Saturday night in March.
Two police officers took action and he was reported to the procurator fiscal.
Mr Kennedy will now face allegations of having offensive weapons - including batons - in a public place. The police uniform charge is not being pursued.
Mr Kennedy received a citation on Tuesday calling on him to answer the charges.
Principal fiscal depute Jim Craigen said: "I can confirm that Stuart Kennedy has been cited to appear at Aberdeen Sheriff Court in relation to three charges of possession of offensive weapons."
The genetics student at Aberdeen University is now due to appear at Aberdeen Sheriff Court later this month.

Sir Patrick Moore: Blame women for bad TV

Eccentric astronomer Sir Patrick Moore has claimed that TV is worse today because the BBC is run by women.
The presenter of The Sky At Night also belittled female newsreaders in an interview with Radio Times, describing them as "these jokey women".
Sir Patrick, 84, criticised the BBC for showing interesting programmes very late at night, especially the 650th edition of The Sky At Night, which was put out at 2am.
"The trouble is that the BBC now is run by women and it shows: soap operas, cooking, quizzes, kitchen-sink plays. You wouldn't have had that in the golden days," he said.
"I would like to see two independent wavelengths - one controlled by women, and one for us, controlled by men. I think it may eventually happen."
The TV veteran also said he would "rather be dead in a ditch" than appear on Celebrity Big Brother and he compared the soap opera EastEnders to diarrhoea.
When asked about his television "guilty pleasure", he said: "I used to watch Doctor Who and Star Trek, but they went PC - making women commanders, that kind of thing. I stopped watching."
Sir Patrick has presented The Sky At Night since April 1957, making him the longest-serving television presenter.
The xylophone-playing cricket enthusiast was knighted and appointed as a member of the Royal Society in 2001.
His interview in the next edition of Radio Times is part of the magazine's Great British TV survey, which asks TV celebrities for their thoughts on the current state of British television.
While I agree with most of the things the GamesMaster claimed, I do not share his views on Doctor Who and Star Trek. I believe those remarks show just how out-of-touch Sir Patrick is with life today. His remarks also display his ignorance of what both shows stand for in terms of empowering women as the equals of men.

Yes, that’s right; centuries after its creation, hopscotch is now considered an anti-social activity to be stamped out (no pun intended) by the authorities for being a slippery slope towards a life of crime. You couldn’t make this up if you tried; this isn’t political correctness, its just laziness with a vindictive killjoy streak by the police brought about by an interfering and malevolent nanny state that has long since lost touch with common sense and reality.
If officials in Nazi Germany worked towards the aims and wishes of the Fuhrer as the historian Professor Ian Kershaw noted, then the minions of New Labour can be said to be ‘working towards the front-page newspaper headlines’. Tony Blair and his stooges are so obsessed with the agenda of the media, that they have always devised measures and legislation off the cuff to neutralise any negative opinion towards themselves. The problem with this style of governance is that it is usually ill thought through and repressive in nature (especially when the government in question is as obsessed with control and micromanagement as New Labour) that overlaps and contradicts itself and existing legislation, while giving little-to-no consideration of the unintentional consequences.
Because New Labour is so obsessed with their media image over law and order, they have introduced a raft of measures and performances targets for the police to meet. New Labour has also created so much paperwork for police officers to fill in to cover themselves against the 1998 Human Rights Act, that the police are forced to take liberties and short cuts based on technicalities to meet these targets. Obviously, tackling drug dealers, bank robbers, paedophiles and murderers is too much hard work and too time-consuming to pursue compared to harassing law-abiding innocents such the earlier-mentioned five-year-old child in order for the police to meet its government targets.
The five-year-old child should consider itself fortunate to escape with only a reprimand. Thanks to legislation brought in by Tony Blair and his Home Secretaries, the child can be detained and forced to provide a DNA sample to the police, which is then to be stored on the force’s national database for the rest of that child’s life, regardless of whether they are cleared or convicted of any criminal offence. That, combined with insidious system of ASBOs that gives gossip the same legal credibility as that of evidence and eyewitness testimony, the ten years of government legislation that has curtailed our civil liberties and New Labour’s incessant meddling in our private lives are the real and evil legacy of Tony Blair’s decade-long reign of terror, not Iraq!

Trafford Terror: Man United sent second supect package

A second suspicious package in a week has been sent to Manchester United.
Police were called to the eight-times Premiership champions' Carrington training ground on Wednesday after a member of staff opened a parcel containing an "unidentified substance".
Only 24 hours earlier the Red Devils' training headquarters in Trafford was at the centre of a security scare after a similar package was received ahead of the second leg of the Champions League semi-final clash with AC Milan.
Greater Manchester Police believe the same person was responsible for both incidents with a spokesperson saying: "Further suspicious packages were discovered on Wednesday May 2 at the Manchester United training ground at Carrington.
"This followed a call on Tuesday May 1 following reports that an unidentified substance had been discovered in an envelope delivered to the address. At this stage it would appear that all of the packages have been sent by the same person.
"Tests have been carried out on the substance and it has now been established that it was not harmful. Officers are continuing to investigate the origins of these packages. No-one has been injured during these incidents."

Nulabs Bruised In Local Elections

Labour is taking a bruising in elections in Scotland, Wales and England - but Tony Blair's party appears to have escaped the battering some were predicting.
In Scotland, the Scottish National Party is taking seats but is still far from certain of replacing Labour as the largest single party.
Labour is on the way to remaining the largest party in the Welsh Assembly but looks unlikely to claim overall control.
In England, the Tories increased their tally of councils by 12 and claimed the scene had been set for general election victory.
Sky News' Chief Political Correspondent Jon Craig said: "If there is some relief in Labour circles and optimism among the Conservatives, there will be gloom among Liberal Democrats at what looks like being a dismal performance by their party."
The electoral commission has said it will investigate the electronic voting system used in Scotland after as many as 100,000 ballot papers were spoilt.
Scottish National Party leader Alex Salmond was returned to Holyrood, defeating the Lib Dems in Gordon.
David Cameron's Tories won control of England's largest council, Birmingham, and claimed they were "back in business in the north" after taking Chester and South Ribble.
But Labour said the much-vaunted "Cameron effect" had failed to deliver the predicted surge in support and insisted the Tories had not made the sort of breakthrough they would need to win the next general election.
It appears to have been a bad night for the Liberal Democrats.
Sir Menzies Campbell's party made some high-profile progress but lost more than 100 councillors and saw key southern councils like Bournemouth and Torbay fall to the Tories.

Talk about being ungrateful. In early 2000, Mick Foley transformed Triple H from a main-eventer and three-time World Heavyweight Champion that was struggling to gain acceptance from the crowd as a credible champion into a legend almost overnight. Foley's act may have got stale, but he can still connect with the fans at the box office. Foley deserves some respect from Triple H and McMoron's real-life son-in-law should get down and his hands and knees and thank his lucky stars that Foley is such an unselfish man who was willing to humiliate himself for the betterment of both Triple H and the professional wrestling industry as a whole.

'Mystery substance' at Man United

Police have been called to Manchester United's training ground after a mystery substance, believed to be intended for Sir Alex Ferguson, was discovered.
Greater Manchester Police have confirmed that an operation at the club's Carrington complex before later revealing that the substance was non-toxic.
Reports claim that the package was addressed to Sir Alex who is in Italy for the second leg of his men's Champions League semi-final with AC Milan.
A police said: "We were called to the training ground following reports of a suspicious package. The package was opened by a member of staff and an unidentified substance was discovered.
"Police and Fire Service officers attended the address as a part of a pre-planned operation. Tests were carried out on the substance in an effort to establish its nature.
"Officers are also investigating the origins of the package and our inquiries are continuing. It could have been toxic - then we'd have been dealing with a very different situation. We are still investigating the origins of the package."
A spokesman for Manchester United added: "It's just fortunate that the substance turned out not to be dangerous."
I blame Osama Bin Laden for the package because he has apparently been an Arsenal supporter since the 2nd Leg of the European Cup Winners' Cup semi-final against Paris Saint-Germain at Highbury in April 1994.

Hitler endorses Stalin as Britain's next dictator

EDINBURGH (Reuters) - Tony Blair endorsed Chancellor Gordon Brown as Britain's next leader on Tuesday and said he would announce next week when he was stepping aside as prime minister.
Ten years after the landslide election win that swept Labour to power, Blair said now was the time for a new team to run Britain and Brown would make a "great prime minister".
"Within the next few weeks I won't be the prime minister of this country," Blair told a Labour rally in Scotland, where his party is set for a drubbing in elections on Thursday.
"In all probability a Scot will become prime minister of this country and that's someone who built one of the strongest economies in the world and who I've always said would make a great prime minister."
Blair, Britain's second-longest serving leader in a century, was forced to say last year he would quit after bitter in-fighting between his backers and a Brown camp impatient for power after a decade in the prime minister's shadow.
Many in Blair's party never forgave him for sending British troops to Iraq in 2003 despite public opposition, and his refusal to call for a ceasefire in the Lebanon war last year was regarded as a catalyst for the revolt.
Anger over Iraq and disillusionment with Labour whittled its huge 1997 majority of 179 down to 66 in 2005 and the Conservatives lead comfortably in opinion polls.
Blair is expected to announce his resignation within days of elections to Scottish and Welsh parliaments and English councils on Thursday, in which Labour is predicted to get a drubbing.
The latest speculation is that Blair will throw in the towel soon after Northern Ireland's assembly meets next Tuesday, drawing a line under three decades of violence in the province.
Despite securing peace in Northern Ireland, polls show Britons rank Iraq as Blair's biggest mistake.
NO CHALLENGER
"He had the inheritance -- a golden inheritance -- he had the personable ability and remarkable political gifts to be a great prime minister and I'm afraid that history will say he fell short of that," said Paddy Ashdown, leader of the Liberal Democrats at the 1997 election, told BBC Radio.
Blair's departure will trigger a seven-week contest for the Labour leadership that Brown seems certain to win, automatically becoming Britain's prime minister until the next general election which must held in May 2010 at the latest.
Blairites have tried to establish a credible challenger but no one has stepped up to the mark. Their last hope, Environment Secretary David Miliband, resisted the courting and endorsed Brown as leader last month.
While doubts remain over Brown's ability to fend off the Conservative challenge and win a fourth straight Labour term for the first time, there were fears a leadership battle might prompt party turmoil and make it unelectable.
Blair's endorsement of Brown -- they were twin architects of Labour's rise to power after 18 years in opposition -- came after the finance minister paid a glowing tribute to the prime minister on Tuesday in Britain's best-selling newspaper the Sun.
"Under his leadership New Labour has been built to last," wrote Brown.
"I am honoured to call Tony my oldest friend in politics, of course with the inevitable ups and downs along the way."

Iran hostage 'loses his passport'
One of the British navy crew held hostage by Iran has had to delay rejoining his ship after losing his passport, it has been reported.
Operator Mechanic Arthur Batchelor, 20, from Plymouth, Devon, was the youngest of the 15 sailors and Marines seized while on an anti-smuggling patrol on March 23.
The Ministry of Defence said on Monday that some of the captives would return to their ship, HMS Cornwall, in the Gulf this week.
It is understood their passports remained aboard their ship during their 13-day ordeal and were returned to their bases in Britain after they were released.
But OM Batchelor is thought to have lost his after it was returned with the rest of his kit to Royal Marines Base Chivenor in north Devon, it is reported.
An MoD spokesman said: "OM Batchelor was due to rejoin the ship but this has been delayed due to an administrative problem."
