Are speed cameras working?

The success of speed cameras has been called into question as figures have shown an increase in speeding on 40mph roads.
Official figures released by the Department of Transport showed 28 per cent of car drivers exceeded 40mph limits, four per cent more than in 2005.
However, there are signs that speeding on 30mph roads is falling. In 2006, 49 per cent of car drivers broke the 30mph limit, compared with 65 per cent in 2001 and 72 per cent in 1996.
No figures have been released for 30mph roads in 2005, but the levels of speeding in 2006 suggest there has been a significant fall.
On motorways, 54 per cent of car drivers broke the national speed limit of 70 mph, with 17 per cent exceeding 80mph.
A quarter of motorcyclists also exceeded 80mph on motorways.
